Nelson Engineering is qualified and experienced in conducting Phase I and Phase II Environmental Site Assessments (ESAs). The investigation methods and reports are performed in conformance with the American Society of Testing and Materials (ASTM) Standard Practice 1527-05 which is utilized for Commercial Real Estate Transactions. This practice of due diligence will satisfy the specific reporting and investigation procedures necessary to meet the “innocent landowner’s defense” under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
Nelson Engineering will identify the potential, the presence, likely presence, or historical evidence of hazardous substances or petroleum products that may be affecting a subject property. Phase II assessments will focus on the nature and extent of contaminants, and the effect they have on structures, soils, groundwater, or surface waters. Phase I and Phase II ESAs exclude conditions that do not constitute a material threat to human health, the environment, or generally would not be the subject of an enforcement action by the appropriate governmental agencies. Phase III remediation practices are designed on a site specific basis, depending on the nature of the contamination, the site characteristics, and regulatory compliance.
